DEFRA have published their response on the latest EPR consultation

Over the weekend, DEFRA have published their response to its consultation on EPR. We’ve highlighted some of the key changes below, but to read the full response, click here – EPR Consultation Government response template.
- EPR costs reduced from £2.7 billion to £1.7 billion.
- EPR is to be phased in from 2024 instead of 2023, with a focus on payments for household packaging waste – payments will be determined from 1st April 2024.
- Modulated fees to be introduced from 2025 rather than 2024.
- The current PRN system to remain in place to show obligations are being met.
- Business packaging payments to continue being reviewed.
- Obligation thresholds remain the same (at £2 million turnover and 50 tonnes of packaging handled annually), with a new lower threshold introduced at £1 million turnover and 25 tonnes handled annually, for producers to report packaging placed on the market only.
- A scheme administrator (SA) to be appointed and start to mobilise in 2023, to be fully operational in 2024. Indicative view is that the SA will likely be classified within the public sector.
